For years, Havana has invited hostile actors into our backyard. We have seen a growing presence of Russian military vessels, Chinese spy bases, and Iranian operatives using the island to undermine our interests.
For example, recent intelligence confirmed Beijing operates an electronic eavesdropping facility right in Cuba. We cannot allow foreign adversaries to build military hubs ninety miles from Florida.
